Before you apply
- Who needs a Protected Area Permit?
- Foreign nationals travelling to the Tibetan settlement in Odisha may require a Protected Area Permit (PAP) in addition to an Indian visa. Indian citizens do not need a PAP.
- How long does it take?
- Processing times vary and are determined by the Government of India. The Ministry of Home Affairs does not publish a guaranteed processing timeframe. We recommend applying at least three months before your planned visit, especially if you intend to attend the Zangdok Palri Consecration in March 2028.
- What information and documents are required?

Applicants should be prepared to provide:
- A scanned copy of a valid passport
- A recent passport-size photograph
- Indian visa details
- Permanent address and contact information
- A reference in the applicant’s home country
- A reference in India
- Purpose of the visit
- Intended travel route
- Planned arrival and departure dates
- Accommodation and transportation details
- Details of any accompanying travellers

- Group or individual permits?
- For easier submission and tracking, we recommend individual applications because they are generally simpler to manage and may be processed more quickly. Processing times, however, are determined by the Ministry of Home Affairs and cannot be guaranteed.
